I do this with a secondary phone using freedompop. I setup tasker to turn on hotspot when charging and airplane mode when not. Works like a charm.

Make sure you don't change the microphone option in the special settings. I made a change to "external microphone" since I'm using the 3.5 mm jack and no one was able to hear me.
