You can use any version, newer tool versions are posted just for the convenience of being able to restore to a specific build instead of having to take OTA.

Correct, you can't do that with this tool. However, OnePlus 8 and 8T T-Mobile versions users have been able to flash global software via fastbootd, so if you're lucky enough same may eventually work for N100.

No, as said in OP this tool is Windows only. It is not a GUI for fastboot, it uses Qualcomm EDL mode to flash your device like at factory.

BE86AA software is global software. Unfortunately OnePlus hasn't released full zip for it on its support website yet.

MSM tools are device specific, go here for 7 Pro one. Also you should not need to use Windows test mode for drivers nowadays.

So software is clearly different but codename is same as "normal" T-Mobile, which is a bit odd. Try to fastboot boot rooted 10.5.7 BE86AA boot.img once you get your bootloader unlocked and to backup your stock boot.img using dd so that you can patch it using Magisk Manager.
