    After wiping everything can you go to the mounts menu and mount all partitions (mainly system data and cache) As long as all partitions can be mounted the rom should flash assuming it's the right rom for the phone/firmware

    In your case use fastboot boot recovery twrp.img It will boot into twrp recovery without permanently flashing it For some reason the latest version is 1mb bigger than the previous 64bit version but I no longer support this device in terms of compiling & testing

    Quick fix would be to factory reset your phone Long fix would be to do an Adb logcat and record the exact moment your device soft reboots and see what it is but even then it maybe hard to work out what is causing it
