Thread USB Debugging enable on boot?

I've turned on the developer options and can enable the USB Debugging option to be able to use Titanium backup. However I notice when I reboot the device it gets disabled again. Does anyone know of something/somehow to ensure it's enabled on boot? Thanks! ---Eric
