I got stuck there once, I had to actually use a different USB port/cable (I swapped both at the same time) on my linux box to get it to work. When it works it takes about a second for the first 2 and 15 seconds for the last one.

I don't know what your problem was. On the ones where I couldn't install gapps was that the system image doens't have any free space on them, they always booted up.

OEM Unlock Allowed is a user setting that blocks fastboot from doing an OEM unlock when you don't want it. It was in your previous version's developer options too, you just didn't notice it. You need that AND the OEM code from Huawei to unlock the bootloader. You can't get the code from them...

Those files are in the board software package. You need both the firmware package (that you have) and the board software package that you don't have yet.

I'm looking for/waiting for testpoints for the SHT-W09 to appear. Anything I can do to advance the cause? I've got my board out of the case and I've tried to short all of the available 0.1-3v points on the board that I could see and never got anything to appear as a USB device.

This is not possible for anyone with the 8.4" version since there's no testpoint info for the board. I found this out after opening it up, I even tried testing all the points on the board that gave less than 3v, front and back. There is no hope, weep for root ye locked out plebs.
