    Same thing used to happen to me, too, when I was running OmniROM 8.1. To reboot into system, I had to unplug the tablet before rebooting. I am now running LineageOS 16, which does not exhibit this behavior; I don't know if this was a problem with Oreo or with OmniROM.

    Could it be something simple, like GPS being turned off in the settings? Check Security & location -> Location. It should be set to On, and the Mode should be set to High accuracy or Device only. If it is set to Off (obviously), or the Mode is Battery saving, GPS is turned off.
