I didn't get what is your point butt if you want to play with that kind of thing may be you have to look for some custom firmware's or kernel's which are flexible to to customize everything inside there system setting's... the only thing you customize in stock firmware is adjusting the duration...

i just want to unlock boootloader not for rooting my phone it's just for other reason... and for your fastboot problem just download and run the attach file it will install fastboot and adb libraries in your system universally and you can use those command's in cmd fro anywhere if the problem...
