you probably have not unlocked the bootloader and the device ist still s-on so you cannot write the hosts-file directly onto the /system partition. adaway offers a workaround by creating a symlink. the procedure ist described step by step in the help > problems section of the app!

ok, so now you apperently managed to flash the unlockable bootloader from htc dev succesfully (should now display hboot version 1.02.000)... now you can delete legeimg.zip from your sdcard (and don't have to worry for rom up/downgrades at the moment) & proceed with htc's instructions to unlock...

no, it's a built-in feature. are you using the legend with a htc stock rom? - i think it's accesible via settings > about > battery > battery use (in custom roms the wording might be a little different)...
