well... you can always backup apps that you needed with TB and do a clean reflash. if you use gps aids at some point, that app my gps worst the last time i had a gps issue. So, try reflash first. than just use the 2 apps is enough to get gps going.

it does sounds like operator problem.... have you try other sim cards by other operator? you can try putting new APN setting... sometimes the default pre-set by CM kinda out dated. try changing DNS to google DNS.... ...try flash any of the stock latest ics boot it up until it say power off...
