You can get it from the factory image if you extract it with something like 7zip. It's version makoz30d. Not sure if that current or not (my wife has the N4 and she's not home yet.)

Yes, this. However, the PIE controls collide with the new implementation of immersive mode's navbar. It does show that the existing code functions on KitKat though. Edit: nevermind. It functions perfectly if you use gb's expanded desktop.

I've been using Paranoid Android's Gapps that include Photosphere and HDR+. I haven't had any issues from it yet. Hopefully they'll include the stock dialer.
