Why do you assume all the throttling comes from people who tether? I think it's pretty shady of at&t to throttle at 1.2gb when users have unlimited data. They have limited plans above that! What is someone who travels a lot supposed to do? They could at least be less harsh and take after sprint...

it is my understanding that our phones fall back to UMTS (old skool 3g) when no data is being used. I think it is doing this to improve battery life.
