No. That works in my OMNI, have you tried to change the permission? Do you have try to use a proper root browser?

Do a clean install. It's equivalent at how you update from 4.1 to 4.4 5.0 and 5.1 is a different one, you can't do a dirty update. You should clean it first and get another GAPPS that made for 5.1, the gapps are different.

You can try the init.d script for turning that off, (is it 66ledOFF?) You can find it on the 4.4 OmniROM Thread.

It seems, it should be clean installed. The ROM is a different one than CM, clean install is considered and also you need to install new gapps (5.1)
