I can confirm it finishes processing on LOS14.1. On Freedom ROM (7.0) it got stuck at about 66%. I haven't done any comparisons yet, but it does something.

You will. Copy your Titanium Backups folder to PC. Wipe+Flash ROM, install new Titanium backup, copy folder, restore backups.

I use powersave governor to keep it low when I want to. Or userspace would work. I don't know about undervolting or changing default list of frequencies.
