It isn't a magisk zip, it's a normal zip for recovery :)

I did have to flash a permissive zip in recovery.

Try to have selinux on permissive on boot, that did the trick for me

I always do a wipe, then flash vendor, reboot recovery and then flash rom>gapps>magisk

Nexus 6P Carbon & RR 7.1 Magisk 13.3 Non versions work, error 1 with magisk version with alot of free space on system, tried clean flash also. Normal version of Xposed cause bootloop
