You cant use the OTA to upgrade from 14 to 15. You will need to flash 15 using TWRP. Note that there is a problem with wifi on 15.1 which is why I switched back to 14. Make sure to do a backup before switching to 15 so you can restore back.

Seeing its been resolved in May 2017 with the latest build, this issue should now be fixed with any of the latest ROMs around (take your pick) I suggest the just turned official Lineageos 15.1 Oreo.
