yes if you format it you will have semi adopted storage and you should be able to move apps to sd card via app info menu. btw can you tell me the commands you used to mount ext partition using terminal and busybox?

What exactly do you want to achieve? If you want 2 partitions on your sd card one as external(Fat32) and other as internal (Adopted format introduced in marshmallow) you need Apps2sd app's adopted partition feature.

android 7 creates encrypted ext4 partition so manually created ext4 partition won't mount as internal.
