Definitely not a kernel thing. Check what Magisk modules you have installed, some of them are incredibly dumb and change core properties without notifying users.

Is this on Android 10? I feel it's a problem with the OS rather than the kernel since I had very infrequent fails on the three days I was on stock kernel and the rate has remained unchanged on Caesium.

Incremental OTAs in general will practically always be kernel-compatible so you don't have to worry too much before flashing a kernel with last month's source merged.
