as far as I understand the problem... yes. But I am no dev so I couldn't say for 100% sure. If you are going where I think you are - going back to the last of the stock rom versions, it might be a good idea. I am going to try one or two more before doing that myself ;)

Same here. I read a few threads where some created files to stop GPS being updated and updating the correct Google play services APK but it still kept crashing. If anyone finds a way please post up - the xoom was handed to our young bloke and he is missing it heaps. If not - then time to bin...

Still seems to be an issue - looking for a rom and gapps combo that works myself currently.
