I try not to restore anything but downloaded apps and my wifi profiles. Keeps this sort of thing from happening.

That's just a battery and OS thing. The top ten percent of your battery's charge is an estimate. Happens to me sometimes. Just leave it plugged in and it'll eventually charge.

The market looks at a build.prop entry for that data. Look for something like Market Enabler that well edit this for you. It can change it temporarily or permanently if you choose, if I'm not mistaken.

The app Tasker has this feature. You can read a profile that reads the sensor and you can set the brightness based on that data. The app is expensive, but it's crazy powerful. You can get a week of use without paying if you dl from their website. Google Tasker.

It may be related to the stock ROM. I'm running CM9 and get a cap of around 12mbps on wifi tether. Never tested on USB, but I have to assume the cap is due to Wi-Fi limitations.

How long is "a while?" I have mine reboot every night and it always runs well. Are you rooted? Stock? I haven't found the need for killing apps but go to your apps list, select the Running tab, select an app, and click Force Stop.
