    TWRP. However, I have no trouble using either quickboot or adb reboot with TWRP and CM running on my Droid Razr Maxx HD. I'm using TWRP 2.7.1.0 on both devices.

    This should not be necessary. These issues do not exist with the CM version built for a Droid Razr HD. Quickboot and adb reboot work just fine with this particular CM build. There may be something different about the HTC One M8 build.

    I've tried other ROMs, including cyanogenmod, with similar results. I was only able to install LiquidSmooth KK 3.0 and have the device boot successfully.

    I should also note that I have wiped both the davlik and normal caches before rebooting from recovery. The result is that the device sits at the Motorola Dual Core boot screen and never boots.

    Press and hold the volume down, then at the same time press and hold the power button (both should be held now). Wait for the screen to go blank. When the screen goes blank, release the power button, but continue to hold the volume down button. You should then eventually see the fastboot/hboot menu.

    The fastboot command to flash your recovery is: fastboot flash recovery recovery.img where "recovery.img" is the name of your recovery.img file on your host computer. Don't use "fastboot flash boot recovery.img", as I believe this will flash your boot partition, not the recovery partition.

    This is not unique to an unsecured kernel. I have the same problem with the stock kernel. I'm guessing Verizon's bootloader doesn't support this command. I tried running the latest version of firewater and it simply reports that there is nothing to do, probably because the phone is s-off'ed.
