No this should work in any state your device is in regarding what's installed/flashed except​ when your battery is low. But consider that it will also restore recovery/boot partitions and the bootloader in general.

Here you can find any firmware for the EVA-L09 to download. You need to extract the content to a "dload"-folder on your sdcard and start the install by booting with Vol+ & Vol- pressed.

Another thing to consider is that the Vol+ Vol- method does not work well if your battery is empty/low. Maybe try booting into TWRP recovery (the newest version should work for you) and charging the phone before trying again.
