    Depending on how you mean accessing yeah. Something like Airdroid would probably be easiest, just need a web browser. There are also FTP and Samba servers which would work with the respective clients on your computer

    If you mean the OTA KitKat update I don't think you can, as far as I know the OTA is not yet rootable and the bootloader isn't downgradeable. You'll have to wait until someone figures out a root exploit, at that point Safestrap might be able to be made to work
