When you say it has the lock, you mean there is the list of region locked providers in the xml file or if you put another SIM in your phone it locks? Having just the list does not matter. Mine is 2013.05.24 and it is not locked. My provider is not in the xml file so in theory it should not allow...

You need to have the ordering set to 'Own order' then just drag one app icon over another and a folder will be created.

Anyone of you has Google Gesture Search installed? I compared the applications with my friend's X10 who has a perfectly working Call Log and Gesture Search was the only app from mine which he did not have. I removed it and since then the call log did not miss any entry. Maybe it is a coincidence...
