Have you tried changing the setting of your mobile data connection? Try changing and changing your Preferred Network mode until you got your net. Also make sure you haven't changed any access name setting, especially the APN, and use only the configuration provided by Globe. You might mess up...

That may be your area/signal problem. You need to have at least 3G signal to enjoy any browsing experience. Though you have full bar strength, that strength might only be GSM which is too too slow for mobile browsing, or you can't browse at all. Try some other locations.
