Nope, the notification LED does not light while charging. It only lights for notifications.

Out of curiosity, those of you complaining about download speeds, are you using wifi or ethernet? I've not had any problems with download speeds on ethernet. They're not lightning fast, but they're not horribly slow, either. I haven't tried the wifi.
