This method is not working . When my phone is switched on the logo appears with a vibration for a second and restart again with the same problem. Whenever I pressed volume down + power button this problem occurs . hard reset not working as this looping occurs

Thank you for you advice,but this cant solve my problem.When ever i tried to do hard reset the looping occurs. My screen gets flickering and phone vibrates and looping the same thing . If u have a stock rom for my device ( HTC Desire 516 Dual Sim) WITH SCATTER FILE plz upload.
