Yes, but be careful. If you have the bootloader locked, after upgrading to stock oreo, you con not go back to stock nougat.

You have to download the *.zip file of gapps for flashing through TWRP

Aroma gapps works on 7.1 with twrp 3.0.2.0. I have not tested with 8.0
