Air view dont work with finger for obvious reason that the hardware supporting it do not exist in Note 2. So the setting is there but it will never work.

Go to Wifi, Advanced, you see a Keep Wi-Fi on during sleep. Default will be Always. You can tick Only when plugged in or Never so that the Wi-Fi turns off during sleep.
