I could be wrong here, but I'm pretty sure you can blame the developer for that. Developers have to submit their apps to each "store", generally Apple, Google, and then Amazon. If they neglect to do so in a timely manner, you get outdated apps.

I personally think it depends upon the problem you are having. If the problem you have is that the signal level looks good on the phone, but when you connect the speed of the connection progressively drops OR you can't make a connection reliably, that's likely an issue with the WiFi radio on...
