i try to factory unlock it but at&t unlock service do not complete because the phone dos not have the General Requirements

you can try to open (android system recovery) after install custom rom and then do a wipe data/factory reset steps 1- power off the tap 2- click on (volume up button + power button ) 3 - choose data/factory reset 4-yes 5- reboot your tap this work for me you can try it
