It sure is unlocked.... all they mean is that every galaxy note is region locked... this means that the first sim you HAVE to put in it should be one from a European carrier. I don't know carriers from the rest of Europe, but in the UK that means just put ANY sim in from Three, O2, EE, Vodafone...

I've had every nexus device except the N4, I've also had every note device except the N3. Touchwiz has it's pluses and minuses, and yeah it's ugly, I much prefer the nexus software, I'm currently using an N5, but I will also make pretty good use of the s pen, I definitely miss it at times...
