I just tried flashing CM 11 (stable build) after doing a complete wipe and have the same results. When trying to place a call it says "Mobile network not available." I have full bars of LTE, data works fine, and settings appear to be correct (still left at default).

I have never changed my APN settings. I attached screenshots in case it helps.

I have been having a hard time getting battery use under control too. I have been using Greenify as well. I can't figure out what's eating it.

Tethering not working on mine yet either (running latest 1/22 build). Other than that and something still killing my battery, I am loving MM on my ancient Note 2!

WiFi Hotspot still not being seen by other devices on 1/17 build.

Stock camera is about the only thing I miss anymore. I really liked the ability to pause and resume recording while recording video.

Just noticed 13.3 was released so I upgraded to it and still no luck getting network activity icon to show.

No problems with dirty flash here. (other than having to toggle lte/CDMA to lte and back to get service after every boot, but I have had that issue all along)

In my situation, however, text messaging worked flawlessly through my truck on a beans 22. The only things I changed were the Rom and radios on the phone (full wipe and clean install with checked md5). Nothing in the truck changed.
