I've found the d-pad to be super finicky, what has worked best for me is to touch the pad and then drag through the direction that you want to go.

Keep a nandroid of stock with the Prl write mod, keep the prls you need on the device, restore the nandroid when you need to write the prl, and then restore the backup of your cm once you're done. The thing is that PRLs are meant not to be easy to Flash.
