There is an option made for this inside audio preferences, it is called "keep internal audio". Did you enable it ? If you still cannot ear the audio with option enabled please check your system audio volume or ringtone volume.

You can change the network cache value in VLC settings, but the default value should be only 1000 ms. If there is any transcoding somewhere is it also probably adding some latency.

I'm really not sure that kind of use would be allowed by Facebook... but it's probably easy to (maybe even without a specific module ?) send the key as a url parameter, and read it from server side.

If you have a quite recent Android version it should use hardware encoding so you should be able to stream any game... up to 60fps since Android 4.4. You can check in app preferences if hardware encoding is enabled.

You need to use video source plugin for OBS. Then you can input the stream url (rtsp or tcp, or should work even with the http) to the OBS plugin.

I don't think this should prevent you to use the app, but it seems there is something that interfered with it. So I'd recommend first to restart your device, then be sure the system screen casting is not active, and try again to run use app. Do you still have the same error ?

That's really strange, what Windows version do you have please ? (so you are running the startup tool because your device is running with Android version before Android 5, and unrooted ?)
