i just fugured out by accident that the gingerbread keyboard does have arrows. Press and hold on the spacebar and slide up and you will see them appear. This is great now , i really wanted arrows, plus it moves the keys up a bit.

After some further investigating I don't think this is a real issue. Looking at the history graph in system panel, charge rate seems pretty linear.
