Solved: the "Google" app has to be a system app! I found out how to "Systemize" Google, i.e. move it to /system/priv-app/ using a magisk module (App Systemizer 17.4.1) and a terminal emulator to run the command. I also retrained the voice model and granted all permissions to the Google app.
