ADB's not disabled in this case, it's locked down to a single command. It'll sideload almost anything but obviously only a couple things could even run. Now, if you're saying there's a way to get a custom recovery working on this to get there I'd love to know how. If you're saying it had to...

Certainly not every tablet known to man, some really cheap craps got it locked down. But here, once this tablet goes to bootloop or bricked, the only option we get is to boot into Recovery mode. And then only adb sideload, pull/push and fastboot error out. Hundreds of us have that issue...
