I don't think there are builds of RR that have the Sultan HAL, you'll have to download a different room for this.

This ROM uses CM blobs by default, with CM's Snapcamera as the default camera. You can change the blobs using a different kernel, such as ab123321 kernel, which allows the installation of OOS and Sultan blobs.

TWRP is probably the best recovery to install this and other Roms. To fix your Gapps crashes, you can try a smaller Gapps package to install, try the Marshmallow version of this ROM because Nougat is a first release and isn't the most stable, or factory reset and see if that fixes anything.

The camera doesn't work, phone works, some random instability with it random rebooting if it gets hot here and there, but it's pretty stable for a first release. The biggest Gapps package you can install is stock, and there's a weird bug where you can only install stock after booting into RR...
