They're most likely talking about network unlocking and not actually bootloader unlocking. BL unlocking is not something a carrier can do freely, it's more of a Samsung decision rather than a carrier decision.

Just make sure you've downloaded the Samsung developer adb drivers As for Odin not recognizing your phone, sometimes this happens. Just close Odin, try different USB ports, disconnect the phone and reconnect. Sometimes this helps, I get a few issues like this from time to time.

To be honest with you, I'm not sure. Recognized developers always say that Samsung phones (both in the U.S. and Canada) can not be unlocked and well, I know the U.S. portion is true but I'm not sure about the Canada portion.
