I'm not sure, but I think you also need SuperSU or Magisk. Most recommended Magisk for LineageOS.

Try install VerifiedBootSigner-v8.zip, this helped me.

Did you already installed/flashed VerifiedBootSigner-v8.zip? Also if you use magisk ... use VerifiedBootSigner after install magisk. (thats how it worked on my device)
