Yeah, when I moved from MIUI to pixel experience it was asking me for a pattern (i never used a pattern) and said your phone is encrypted, I had no way to boot into system, Formatting internal did nothing, Factor reset from TWRP removed the encryption. You can use app like official TWRP app,etc to flash the recovery image. or you can use TWRP itself to flash recovery image by going to install > at bottom right tab flash image > select the image > select recovery then flash the image.

Maybe during downloading TWRP it maybe corrupted. Try downloading it again and flashing it. Or you may download wrong modle TWRP. This had happened with me because i flashed wrong TWRP.
