It's in the init.qcom.power.sh located at system/bin/ . Big CPUs have impulse as their governor, but the kernel doesn't have impulse governor. So it defaults to performance. By the way, I'm noticing more laggy experience than on previous build. Seems to be kernel related. I'll try Harfix RC2.

Yes, you can set in many custom ROMs one-handed mode in button settings. For example, set one-handed mode on doubletap home button. It's not as convenient as in miUI but it's there.
