Hey mate, If you wiped the Persist partition with no backup - you screwed up :). The best resolution is to flash back the official xiaomi ROM, backup Persist (and all other partitions- just for sure) and flash HavocOS ROM again.

Oh, geez, fab spot :). I added it to resolve the battery draining issue in the very first unofficial build of this ROM but it had no impact till now. Once I set it to 0 - all good, cellular data is alive.
