Hey thanks man, this fixed the lag I'v been getting with my Note 3 all I did was go into S-Voice and unchecked the "Open via home key" box. This fixed the lag when pushing the home key, and also the lag when turning on the phone screen via power button or home screen.

I can confirm that the Note 3's being sold in Laos Samsung stores have no region lock. No stickers on the box indicating that and my Note 3 says made in Vietnam. (N9000) I actually wanted the N9005 but the Samsung rep told me all Thailand, Laos and Vietnam wont get n9005 for at least 2 months.
