TWRP recovery will not stick if you boot to system directly from fastboot. Once you flash the recovery using fastboot, make sure you switch off the phone and boot into recovery before booting into the system.

System partition (where the ROM and gapps get installed) is different from your internal storage. It has limited space.

Check if your partitions are f2fs. You need to format them to ext4.
