No it's not. It already fails at step 1. Downloading TWRP. There ist no TWRP for the Axon 7 mini.

Do you mean the Bell Icon on the Lockscreen? This is sadly something that ZTE just does. You can eiter have the bell for notifications or no notifications at all at the lockscreen. If you look in the "normal" Axon 7 forum you well see all the rants about it.
