From what I experienced, no pokestops and no pokemons means PoGo can't get a proper GPS lock on your location, hence the red error message. Did you try to move the joystick a bit after setting the start location? That helps get the mock location kick in.

What I did is I changed it to be a system app. But it's still a hit or miss. The app still closes maybe 3 out of 10 times, especially if I run an app that hogs the RAM, like a game or something.

The carriers here don't have band 20, so I'm afraid I can't answer that. What we have here that's supported by D6633 are bands 1, 3, 5 and 7.
