I get similar CPU readings as well. Whatever I'm doing, chat, web, scrolling thru Instagram. I rarely ever see any one of my cores go offline for some reason.

I have no idea about how AT&T does things. But if their network and phone supports VoLTE I don't see a reason they won't let you use VoLTE. And BTW, both my carriers support VoLTE, just that one of them let's me toggle it while the other one doesnt.
