You came from which version? You have to use blankflash to enter bootloader and flash gpt.bin from the stock rom, after that you'll be able to boot normally.

It happened here with one LOS16 build, but it was fixed. You can try that, install stock, boot twrp, backup your efs partition, do the steps to install the custom ROM, if you still don't have network signal, restore the efs backup.

Wrong, moto X4 uses File Based Encryption, it's because of that the phone don't have the option to format SD as internal storage, Pie supports adoptable storage with FBE, but it wasn't working well on LOS16.
