It is sim locked. I tried a sim from another company and it asked me for the code. By Mexico's laws carries aren't forced to sell the devices unlocked, except for Telcel, who is the major carrier. But Motorola and some others usually sell phones unlocked via retailers.

Was your cellphone already unlocked before doing this? Mine is in AT&T Mexico... I don't know if I could use a sim from another company in the second slot, the first does not accept others.

My solution to get a similar Circles in Apex Launcher was to install UCCW then a skin named UCCW Skin - MotoBlur Clock. It's not perfect but works for me.
